The Solterra Homeowners Association established the Architectural/Landscape Review Committee to make it easier for homeowners to get their requests to the Design Review Board (DRB) approved.  This committee is made up of Solterra residents who look at the DRB applications from homeowners, and working together with the landscape consultant, review the application before the applications go to the DRB.  The committee understands that Solterra has a unique community feel and a strong theme that landscaping and outdoor spaces can help highlight.

To keep our community looking great, its important that most exterior changes or updates get the thumbs-up from the Design Review Board (DRB).  This is part of the Solterra HOA Declaration of Covenants, Conditions and Restrictions.  The goal is not to stop homeowners from making their own choices, but to make sure those choices fit well with the overall look of our community.  A well-coordinated community makes Solterra a great place to live, and it helps protect your investment over time.  The approval process for modifications is in place to ensure that the beauty of our community is maintained.  Fines or legal action could result from modifications made without proper approval. The DRB meets once a month, typically on the second Monday of the month.  The deadline to submit to Overlook Property Management is the second Monday of the previous month.

Elements of Solterra – Landscape Design Guidelines

In May of 2000, the City of Lakewood and the Town of Morrison signed an Intergovernmental Agreement (IGA) regarding the Rooney Valley.  This IGA was put in place to provide for coordinated development within the Rooney Valley in terms of land use, open space, transportation and utilities.  It was intended to jointly encourage quality development with the construction of adequate public improvements and the provision of Municipal Service to serve the Rooney Valley  The concept for Solterra was developed in 2007 with the creation of the Elements of Solterra Design Guidelines and the Elements of Solterra Landscape Guidelines.  The Landscape Design Guidelines were the basis for creating the Residential Improvements Guidelines and Site Restrictions for Solterra.

Additional Information

Residents in the Solterra Patio Homeowner’s Association (PHOA) fall under two homeowner’s associations:

  1. Solterra HOA (Master):
    The Master HOA approves house and landscape architectural changes to include paint proposals based on an overall scheme that has been agreed upon by the Master’s" Design Review Board" FOR THE ENTIRE SOLTERRA COMMUNITY. Ensure that your application materials are complete. If any required document is missing, the application will not be processed.
  2. Solterra Patio HOA:
    The Patio Home community is a subset of the Master Community, and our association has its own Declarations of Covenants and its own Rules and Regulations that allow for further guidelines for items such as general architectural changes, including the paint colors of our homes. These documents can be found on the Solterra Patio HOA's website.

The Solterra Patio HOA Board reserves the right to approve paint color and general architectural changes for the benefit of the entire patio home community. The Solterra Patio HOA will pay particular attention to any improvements and changes that affect the footprint of the home’s current exterior patios, flower boxes and beds. We must maintain throughways for mower access to front and rear yards. 3.5’ to 4.0’ is the minimum width that must be maintained for mower access. We do this to maintain the unique character and harmony of the patio homes and ultimately to enhance property value of our homes.

Exterior improvements, as well as changes to the current paint color of our home must be approved by the Solterra Patio HOA prior to submitting to the Solterra HOA (Master) for consideration.

Failure to obtain both approvals on modifications may result in fines or legal action.

Follow these steps to have the best chance of getting your Architectural request approved in a timely manner:

  1. Review the following documents:

    3. DRB Application Form
  2. Complete the Design Review Request Form found on the home page of the Solterra Patio HOA's website
  3. If your request is for a change in your current exterior paint and/or trim color, see the paint specifics below
  4. Submit to Advance HOA Management for Patio HOA approval.
  5. After a decision letter approving proposed changes has been received from the Solterra Patio HOA, submit your DRB Application Form along with the Solterra Patio HOA decision letter to the Solterra HOA (Master) for final approval.

Note: Remington Homes homeowners must get an approved Design Review Request from the Patio HOA before submitting Solterra Design Review Request application to the Solterra Design Review Board (DRB). Approved Patio HOA Design Review Request must be attached to the DRB application.

Turf specifics:

All landscaping submittals shall adhere to Solterra HOA (Master) and the City of Lakewood’s landscaping requirements. All applicants will provide Solterra Patio’s HOA with two photos: one of the area to be replaced with turf, one of the area as viewed from the street. Artificial turf may be considered in rear yards but may not be in areas visible from public streets. Turf samples will not be forwarded to Solterra HOA (Master) nor returned to sender.

Paint specifics:

**If you are painting your home the exact same color as it is currently painted there is no requirement to submit an architectural application to either the Solterra HOA (master) or our Solterra Patio HOA.**

If you desire a color that is different from your current home’s color you must submit an application to the Solterra Patio HOA. The submission must include photos of your current home exterior, and adjacent homes with labels of the relationship to the applicants home. After the decision by Solterra Patio HOA, you must submit that decision letter to the Solterra HOA (Master) along with their DRB Application.

Owners are not limited to selecting from the recommended colors. If the recommended colors are mixed and matched, we will need the owner to pull all the color schemes together and label them onto one page. Digital copies will not be accepted.

Residents in the Cadence Townhome Homeowner’s Association fall under two homeowner’s associations:

1. Solterra HOA (Master):
The Master HOA approves house and landscape architectural changes to include paint proposals based on an overall scheme that has been agreed upon by the Master’s "Design Review Board" FOR THE ENTIRE SOLTERRA COMMUNITY. Ensure that your application materials are complete. If any required document is missing, the application will not be processed.

2. Cadence Townhomes HOA:
The Cadence Townhomes community is a subset of the Master Community, and our association has its own Declarations of Covenants and its own Rules and Regulations that allow for the potential adoption of further guidelines for improvements and modifications. At this time, the Cadence Townhomes HOA has not adopted further design guidelines. 

Although, since the Townhomes are attached products, exterior changes to the buildings such as roofing type and paint color, must be agreed to in writing by all unit owners within the building, prior to submitting a Design Review application to Solterra HOA. Further, since the Cadence Townhomes HOA maintains on-lot landscaping, and landscaping improvements or modifications such as planting of additional plant materials, must be approved by the Cadence Townhome HOA prior to submitting to the Solterra Master HOA Design Review Board.
