Solterra Landscape Committee/FRMD Board

  • The Solterra Landscape Committee is an advisory to the FRMD Board (District).  Together, we are responsible for the community properties (turf, native, trees, and beds) within Solterra.  We are not the HOA.  They enforce the covenants of the individual residences. 
  • The District has followed Consolidated Mutual Water rules throughout the water restrictions imposed since the spring of 2026.
  • The District is required to follow Consolidated Water rules which are different from residential property rules. 
  • The District has been in constant communication with Consolidated Water about repairing/replacing our NATIVE AREAS, TREES AND BEDS and will remain in compliance.
  • Consolidated Water has requested that we do not plant or replace sod within our community (District) properties.

The district has been given permission by Consolidated Water to do fall plantings which will include replacing dead or dying trees, shrubs and perennials within our beds and reseeding areas of native.  We will be watering these new plantings until the irrigation systems are shut off.  The planting will be done in the last half of September and into early October.  We postponed spring planting this year because of the anticipated heat of summer and water restrictions.   Fall planting allows the roots a better chance of taking hold with less heat.  Hopefully, there will be adequate snowfall which will also enable the plantings to have a better chance of survival.
