Committees

The Fossil Ridge Metropolitan District includes several operating committees that support the Board of Directors by focusing on key areas of community operations and enhancement. These committees play a vital role in advising the Board and helping implement district goals.

Engagement Committee

The purpose of the Community Engagement Committee (CEC) is to advise the FRMD Board of Directors on matters pertaining to engagement and communications for the residents of the FRMD. The CEC assists the BOD in fulfilling its governance responsibilities around resident engagement and communication. The CEC's goal is to build a high-level of community engagement by ensuring that FRMD residents are welcomed, included, informed, and connected.

This CEC is responsible for contributing to the following activities under the auspices of the BOD:

  • Promote transparency in CEC planning and actions
  • General information announcements, in association with the community managers and other committees
  • Coordination with community managers regarding newsletters
  • FRMD website development, design, functionality, content, data retention and coordination with community managers and subcontractors.
  • Maintaining and updating FRMD Communications Matrix
  • Coordinate with community managers regarding maintenance of new resident welcome letter and emergency guide
  • Provide periodic BOD meeting briefings on CEC activities
  • Where appropriate, provide read-ahead materials to BOD regarding events or issues
  • Plan, coordinate, and supervise learning and education sessions focused on key issues before the community
  • Consider approaches to engaging stakeholders via strategic messaging and delivery channels
  • Support the FRMD Annual Business Plan
  • Utilize internal controls over the Engagement and Website budgets
  • Propose policies for board approval that support community engagement initiatives
  • Evaluate the effectiveness of ongoing efforts and provide suggestions for improvement

Finance Committee

The Finance Committee is established for the purpose of reviewing various financial matters concerning the Districts, including budgets, audits and financing matters and to further make recommendations to the Boards regarding such matters. 

The focus for 2025 from the FRMD 2025 Business Plan:

  • Draft and oversee the 2025 Annual Business Plan.
  • Spread 2025 final approved budget by quarters and monitor quarterly.
  • Review quarterly Financial Statement and budget variances, and report results to the Board.
  • Oversee 2024 independent audit.
  • Plan and oversee the 2026 budget.
  • Track the 2020 bond compliance requirements.
  • Assist with the 2025 bonding and bond compliance.
  • Assist with allocating $2 million from the settlement with the developer.
  • Monitor and analyze the Special Revenue Fund balances relating to Private Access Area Policy.
  • Initiate the development of a 3-5-year strategic projection of revenue.
  • Project the capital and repair needs for the next 3-5 years using the updated Reserve Study.

There are two openings on the FRMD Finance Committee. You must be a resident of FRMD 2 or FRMD 3 to be a member.

Members of the FRMD Finance Committee review, assess, and monitor the District’s financial statements They also make recommendations to the Boards regarding the District’s financial health and FRMD financial systems and processes. In addition, they work with the District’s accountant, service providers, and District committees to develop the annual budget.

Candidates should have some experience with understanding financial statements, budgets, debt issuance/management, or auditing (either internal or financial).

Landscape Committee

The Landscaping Committee is established by the Board for the purpose of reviewing all common areas within the Districts, and to further make recommendations regarding the care and maintenance of the common areas within the Districts. 

The focus for 2025 will be

  • Spring: Replace evergreens identified in 2024 in the spring 2025.
  • Summer: Identify deciduous trees for replacement or remediation in the fall. Identify rock beds to be remediated in the spring of 2025.
  • Fall: Replace or remediate deciduous trees identified in the summer. Identify evergreen trees for replacement in the spring of 2026.
  • Landscape is a major cost to the community. The Landscape committee is primarily focused on the upkeep of the trees/plant life and will be making many replacements in 2025, as needed. Along with replacements and the beautification of many rock and plant beds. Items, such as dead trees, shrubs and grasses have been stagnant in filings 13, 14 and 15 due to the dispute with Brookfield. A portion of these filings and dead material will undergo replacement or removals in 2025. This process will be a multi-year effort to unify Fossil Ridge beautification.

Retreat & Pool Committee

The Retreat and Pool Committee is established for the purpose of working on strategies to provide facilities for residents of Solterra, providing sustainable solutions that meet the needs of today's residents while planning for future growth, ensuring fair and equitable use of the facilities to all members of the Solterra community, and to ensure that the Retreat and pool are available for the enjoyment of the homeowners, with safety, security, health, and comfort of the community being the primary objective.

The focuses of the Pool and Retreat Committee are to:

  • Coordinate with CRS for the operation of the Retreat and Pool as policies, hours, rentals, resident activities, etc.
  • Coordinate with CRS and Perfect Pools to ensure the facilities are being maintained as needed.
  • Recommend replacement or repair of Retreat furniture (community assets) as needed within the 2025 budget or reserve study.
    Recommend replacement or repair of pool and patio furniture (community assets) as needed within the 2025 budget or reserve study.
  • Ensure maintenance of the interior and exterior of the Retreat and Pool is being completed as needed in coordination with CRS.

Social Committee

The Social Committee is established for the purpose of assessing the needs of the community for social events, necessary funding therefore, and to make recommendations to the Boards regarding community and social events.

Such opportunities help homeowners get to know each other and build a sense of community. The work put in by the social liaisons to generate a more active, involved, and friendly community, creates a greater sense of unity and understanding among the homeowners.

The focus for 2026 will be:

  • Easter – likely April 4th, 2026 (Saturday before)
  • Spring event (Cinco de May or other)
  • 4th of July Parade & Event 
  • Rocktoberfest or Fall Fest Event – date TBD
  • Holiday Party (Santa & Mrs. Claus) – December date TBD

​The Social Committee members will be appointed by the Boards from time to time as reflected in the minutes of the Boards' meeting at which such appointment is made but shall not exceed a total of fifteen (15) members. The Social Committee members shall serve at the pleasure of the Boards and may be removed at any time, with or without cause, by the Boards. The Social Committee members shall serve as volunteers and are not entitled to any compensation for their service on the Social Committee but are entitled to reimbursement for any pre-approved out-of-pocket costs incurred by them for Social Committee purposes, subject to budget limitations. The Social Committee members shall, from among the membership of the Social Committee, select one of them to act as the chairperson of the Social Committee, and may further select one person to serve as the co-chairperson of the Social Committee.
